Introduction

This report is all about my
visit to Estonia Environmental Research Center. On the 1st of
December 2017 student from Environmental Protection of Euroacademy visit this
center, the location is at Marja 4d, I got there by entering bus 5 and stopped
at Marja the visit was very interesting and educational, we have our lecturers
with us as well, when we got there . The visit help us to understand more on
how the center operates, there was an instructor that shows us around and how
they carry out their analysis, the standard they operate with and also their
accreditation. We where showed the laboratories and the equipments that are
being used to operate, we saw the calibration equipment and what it can
calibrate, how it does its operation, there is the special server that collect
all the data from the various stations, we saw how data are being obtained when
monitoring. The visit was very exciting and inspiring despite the rainfall that
very day.

2.0 Estonian Environmental research center (EERC)

Ø  In what
fields/areas
does
EERC works?

Estonian
Environmental Research Centre is a state-owned company specialised in water,
air and soil analysis, lab analysis of raw materials and products, management
of environmental projects, environmental impact assessment and audit, research
and development, environmental consulting and training, hazardous waste analysis
and handling, and providing customs lab services.

Estonian Environmental Research Institute specializes in research in
environmental chemistry and nature conservation. Their experts advise the state
on vital environmental issues, they also cooperate with Ministry of the
Environment, Ministry of Social Affairs, and other ministries. Estonian

EERC check
the quality of liquid fuels at our Fuel Testing Laboratory. We do analyses and
conformity assessment of liquid fuels – petrol (EVS-EN 228), diesel fuel
(EVS-EN 590), fuel oils, biodiesel fuel and ethanol E85. On request of Ministry
of Environment they carry out national fuel monitoring and compile fuel quality
reports for European Commission.

Ø  What kind
of object does it analyze and what kind of analyses EERC can provide?

 

Estonian Environmental Research Centre
or Central Lab provides officially recognized laboratory analyses and
studies for businesses, private persons and state institutions.

Environmental studies –
analyses of water, soil and air.Lab analysis of raw materials and
products – food analysis, microbiological studies
and customs services. Geotechnical tests in
a geotechnical lab and
sampling of soil, water, fuel and air.Sampling for environmental studies.
Sampling for testing and certifying liquid fuel quality
characteristics.Petroleum products and liquid fuels –
volumetric measurements and other customs services. Analysis of petroleum products
and liquid fuels.Waste water and surface water –
measurement of volume flow.Management of environmental projects,
environmental studies, environmental impact assessment and environmental

up inter-laboratory comparison testing in the field of

Ø  What kind of
accreditations have EERC and according to what standards operates EERC quality
management system

The
quality management system of
Estonian Environmental Research Centre has since 1998 been accredited by
Estonian Accreditation Centre. Estonian Accreditation Centre has found the
testing lab to be in compliance with the requirements of EVS-EN
ISO/IEC 17025:2006.In
2009 it was certified by AS Metrosert as compliant with standards ISO
9001:2008 and 14001:2004.Estonian
Accreditation Centre has accredited EKUK as a product
certification body. The Centre has been found to be in compliance
with the requirements of EN 45011:1999.Estonian
Accreditation Centre has accredited EKUK as a reporting
attestation body of emissions of greenhouse gases. The Centre has
been found to be in compliance with requirements of EVS-EN ISO
14065:2013.Estonian
Accreditation Centre has accredited EKUK as an organizer of
comparision tests. The Centre has been found to be in compliance
with the requirements of EVS-EN ISO/IEC 17043:2010.Minister
of the Environment has designated EKUK as a reference laboratory in the
field of surface water, groundwater, sea and waste water and sewage
sludge.Veterinary
and Food Board has authorised EKUK to analyse food and raw material for
food.Minister
of Agriculture has authorised EKUK to analyse alcohol.

 

3.0 Quality
management system

Ø  What is the
laboratory accreditation and what for does it need?  

 


Confirmation of competence of a testing or calibration laboratory by an

independent
third party – the accreditation body


Laboratory is assessed strictly within the desired scope, i.e. in the extent of

concrete
testing methods/standards specified in the application. So, as a

rule
an accreditation does not cover all activities of a laboratory.


To maintain accreditation, laboratories are re-evaluated periodically (yearly)

by
the accreditation body to ensure their continued compliance with

requirements,
and to check that their standard of operation is being

maintained.

Why
is accreditation needed?


Accreditation is needed for a laboratory or body to convince the customers

in
its reliability and/or apply for authorization by Government to operate in a

legally
regulated sphere.


In essence the accreditation is a proof of competence and capability of a

laboratory
to perform specified activities properly.

4.0 Air monitoring and calibration center

Ø  What is doing in air monitoring equipment calibration
center?

In
estonia and in all european country there is a law that they have to measure to
monitor the air, in european union there is a air directive that descibe what
should be measured, how to measure and all the country should measure using the
same methods, then the method are compareable with each other. In esatonia and
also in all country  there are the  network of station, many station depends on
how big the country, how many population that have an impact in how many
station to have in the country. In every monitoring station in principal there
the rack in which they put the different instrument that meaures the different
pollutant in air. Each rack measure only one component. For instants a rack can
measure only ozon, the other can measure sulphure dioxid and another nitrogen
dioxid etc. The air quality depends on how much pollutant are in the air.

Ø  The
station mointor and have stationary that monitor air in different places, they
measure dust and also the fraction eg  10
micro meter others fraction that is less tham 2.5 micro meter particules, they
measure this fractions because small particule they are more dangerous  for health because they fly they dont
sediment down and one can breath it in to their lung and that can affect ones
health.

Ø  There
are special computer server that monitor all the time. In all the station there
are computer or data loger that collect the datas or result from each intrument
and then server will collect from all the 
station data. If it happens that something goes wrong and some list are
missing from the server, it an indication that the station is not working that
calls for repair.

There
is the mixing chamber that help to measure the pressure and temperature then
the gas load can be calculated inside.

 

Ø  What is the
mobile laboratory?

A mobile laboratory is housed in a
converted or custom-designed trailer, bus, or recreational vehicle (RV) that
may easily transported from location to location, it can measure for two to
three day then go on. Mobile laboratories have their own physical facilities
that often include laboratory benches, equipment, supplies, fume hoods,
electricity, water and other specialized gear to facilitate an engaging,
hands-on learning experience for all ages.  Mobile laboratories may serve
a variety of functions including science education, science research, and even
on-site environmental analysis and monitoring.

 

Ø  Give
example of three pollutants (matters) which measures during air / exhaust gas
monitoring?
